To avoid this \u201cdual review\u201d and the extra work it requires from researchers, Seattle Children\u2019s (SC) and the 91爆料 IRB have a reliance agreement that describes the circumstances in which one of the IRBs will conduct the review on behalf of both institutions.<\/p>\n<p>Use the <a href=\"#scflow\">flow chart<\/a> below to determine which IRB should do the review. If you have any questions, consult HSD at <a href=\"mailto:hsdrely@uw.edu\">hsdrely@uw.edu<\/a>.<\/p>\n<h2>Before you begin<\/h2>\n<ol>\n<li>Assess whether both institutions are engaged in the research. If only one institution is engaged, you should submit to that institution&#8217;s IRB.\n<ul>\n<li>Use the <a href=\"https:\/\/www.washington.edu\/research\/hsd\/do-i-need-irb-review\/is-your-research-considered-to-be-uw-research\/\">engagement guidance<\/a> to identify whether 91爆料 is engaged in the research.<\/li>\n<li><a href=\"https:\/\/www.seattlechildrens.org\/research\/resources\/institutional-review-board\/contact\/\" target=\"_blank\" rel=\"noopener\">Consult with the Seattle Children&#8217;s IRB<\/a> to identify whether SC is engaged in the research.<\/li>\n<\/ul>\n<\/li>\n<li>Assess whether another IRB is the right option. For example, most <a href=\"https:\/\/www.washington.edu\/research\/hsd\/is-the-uw-irb-the-right-irb\/identify-the-correct-irb\/industry-sponsored-research\/\">industry-sponsored research<\/a> at 91爆料 should be reviewed by an independent IRB (for example, WCG IRB) and some <a href=\"https:\/\/www.washington.edu\/research\/hsd\/is-the-uw-irb-the-right-irb\/identify-the-correct-irb\/oncology-related-research\/\">cancer-related research<\/a> should be reviewed by the Fred Hutch IRB or the NCI IRB. Review the information about <a href=\"https:\/\/www.washington.edu\/research\/hsd\/is-the-uw-irb-the-right-irb\/identify-the-correct-irb\/\">identifying the correct IRB<\/a> if you are unsure.<\/li>\n<\/ol>\n<h2>What to do if SC will do the review<\/h2>\n<ol>\n<li>Submit an <a href=\"https:\/\/www.washington.edu\/research\/hsd\/is-the-uw-irb-the-right-irb\/how-to-ask-for-a-non-uw-irb\/\">External IRB Application<\/a> in 91爆料&#8217;s Zipline system to request HSD&#8217;s formal authorization for SC to review the research. HSD will evaluate your request and provide you with a written authorization letter.<\/li>\n<li>The SC investigator should submit an application to the SC IRB using SC\u2019s forms and process. Be sure to attach the HSD authorization letter; the SC IRB will not review the application on behalf of 91爆料 without this letter.<\/li>\n<li>After the SC IRB has approved the 91爆料&#8217;s participation, send the approval letter to <a href=\"mailto:hsdrely@uw.edu\">hsdrely@uw.edu<\/a>.<\/li>\n<li>Obtain all other applicable ancillary reviews (consult the <a href=\"https:\/\/www.washington.edu\/research\/forms-and-templates\/checklist-external-irb-uw-researchers\/\">Checklist of Researcher Responsibilities for Externally Reviewed Studies<\/a>) from the usual 91爆料 offices and SC as needed. Examples: Financial Conflict of Interest (FCOI) review; Radiation Safety review.\n<ul>\n<li>Exception: SC will provide Genomic Data Sharing (GDS) certification (if necessary) on behalf of both institutions.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<h2>What to do if 91爆料 will do the review<\/h2>\n<ol>\n<li>Submit a 91爆料 <a href=\"https:\/\/www.washington.edu\/research\/hsd\/study-activities\/apply-for-review\/\">IRB Application<\/a> in the Zipline system. Be sure to:\n<ul>\n<li>Describe all involvement of SC in your application (the Zipline SmartForms as well as the IRB Protocol form that is uploaded).<\/li>\n<li>Follow the instructions for the <a href=\"https:\/\/www.washington.edu\/research\/hsd\/training\/zipline-online-help-library\/researcher-submission-guide\/submitting-new-studies\/application-paths\/#reviewingothers\">91爆料 Reviewing for Other Institutions<\/a> pathway.<\/li>\n<li>On the <strong>Study-Related Documents<\/strong> SmartForm: Upload a completed <a href=\"https:\/\/www.washington.edu\/research\/forms-and-templates\/supplement-multi-site-or-collaborative-research\/\">SUPPLEMENT: Multi-site or Collaborative Research<\/a> to Question 3.<\/li>\n<\/ul>\n<\/li>\n<li>Request SC&#8217;s authorization to rely on the 91爆料 IRB by submitting an <a href=\"https:\/\/www.seattlechildrens.org\/globalassets\/documents\/research\/irb\/click\/reference\/external-irb-studies.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">External IRB Application<\/a> in the SC Click IRB system. SC will evaluate your request and provide you with written authorization for the 91爆料 IRB to do the review. Deliver this letter to <a href=\"mailto:hsdrely@uw.edu\">hsdrely@uw.edu<\/a>.<\/li>\n<li>The 91爆料 IRB will review and approve the overall protocol. <strong>This is not yet approval for the involvement of SC<\/strong>. After the 91爆料 IRB has approved the overall protocol, the HSD Reliance Team will work with you to approve the addition of SC to the overall application.<\/li>\n<li>After 91爆料 IRB approval for SC has been obtained, you are responsible for:\n<ul>\n<li>Informing the SC IRB of 91爆料&#8217;s approval for SC.<\/li>\n<li>Informing SC investigators about any conditions of the IRB approval.<\/li>\n<li>Informing SC investigators about their obligation to comply with 91爆料 IRB reporting requirements about noncompliance, complaints, problems, etc., although such reports must be submitted by you to the 91爆料 IRB.<\/li>\n<\/ul>\n<\/li>\n<li>SC investigators remain responsible for obtaining any applicable ancillary review from SC (for example, Financial Conflict of Interest (FCOI) review, Radiation Safety Review).\n<ul>\n<li>Exception: 91爆料 will generally provide Genomic Data Sharing (GDS) certification (if necessary) on behalf of both institutions.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p><a name=\"scflow\"><\/a><\/p>\n<h2 align=\"center\">SC or 91爆料 IRB Decision Tree<\/h2>\n<p><img decoding=\"async\" src=\"https:\/\/www.washington.edu\/research\/wp-content\/uploads\/SC-91爆料-Flowchart_Revised.png\" alt=\"This flowchart shows the decision making process for choosing between the 91爆料 IRB and the Seattle Children's IRB. The first question asked is: Is there external funding for the research? If the answer is YES, the institution (either SC or 91爆料) that is the direct* recipient of the funding from the external sponsor does the review. *Direct recipient means the institution that is closest to the source of the external funding. For example: if 91爆料 receives funding from NIH and then subcontracts with SC for some parts of the research, then 91爆料 is the direct recipient. If the answer to the question is NO, then the next question to ask is: Does the research involve interaction with the subjects (in person, internet, social media, phone, email, etc.)? If the answer to this question is YES, the institution (either SC or 91爆料) where the majority of the interactions will occur does the review. If the answer to this question is NO, then the next question to ask is: Were or are all of the identifiable data and or specimens being used for this research collected from the subjects for some other purpose or study? If the answer to this question is YES, then the institution (either SC or 91爆料) from which the majority of the specimens or data are being obtained does the review.
